The Midway City Council approved Resolution 2025‑27, amending the fiscal year 2026 budget to allocate funds for replacement of a failed section of Bigler Lane and to pay for an impact‑fee capital facilities analysis. In a separate vote the council authorized staff to award the impact‑fee study contract to Zions Public Finance.
Public works staff and the city manager explained the background: a developer agreement for a nearby subdivision required the developer to improve curb/gutter along its frontage; the city agreed to replace about 250 feet of failing roadway adjacent to that frontage. The budget amendment appropriates up to $45,000 for the Bigler Lane replacement and up to $20,000 for an impact‑fee analysis. Staff said the Bigler Lane expense fits within the city’s broader road budget and noted the amendment was a conservative step to ensure funds were available.
On the impact‑fee analysis, staff said they had solicited two firms and recommended Zions Public Finance based on a written proposal. Zions offered to perform a capital facility analysis for water, roads, parks and trails; staff said the firm’s price was lower than typical because the city had already prepared much of the underlying capital‑facility plan and data.
Council discussion clarified that the budget amendment creates a specific line for the Bigler Lane work but that funds can come from the general road budget or reserves depending on final accounting. The council approved both the budget amendment and the contract award; councilmembers voted aye on the contract award (recorded votes: Councilmember Lisa aye; Councilmember Kevin aye; Councilmember Craig aye). Staff will return with final procurement paperwork and begin the impact‑fee analysis.
