The City Council on Sept. 16 accepted the Consolidated Annual Performance and Evaluation Report (CAPER) that summarizes the city's use of CDBG and HOME funds for the program year, staff reported.
Housing Program Manager Mary Jo Alonzo told council the CAPER tracks the city's five priority needs and related activity. The city used CDBG and HOME funding for affordable housing projects (including donated land to Habitat for Humanity and funding supporting 59 units at a development on Park Avenue), tenant‑based rental assistance, public services (seniors and disabled services, homeless services funded through partner agencies), small business counseling via Butte College’s Small Business Development Center, and code enforcement in low‑moderate income neighborhoods.
Alonzo said CDBG expenditures were about $828,000 and HOME activity about $258,000 for the program year, and that the city dedicated about 15% of CDBG to public services (roughly $144,000). She reported special disaster recovery funding and tax credits after the Camp Fire had supported more than 1,200 units across the county, including projects in Chico; several local infill developments were described as complete or leasing up.
Council received the report, noted the presentation and approved acceptance; staff said the full CAPER had been published and would be submitted to HUD with any comments received at the meeting included.
