Boise Council confirms parks-commission appointment, approves minutes and consent agenda; two ordinances set for second reading

At the Sept. 9 meeting, the Boise City Council took several procedural and appointment actions.

The council confirmed Alicia Casarino to the Parks and Recreation Commission for a three-year term ending Sept. 10, 2028, by unanimous consent. After the council president put the nomination to the council and members voiced no objection, Mayor Lauren McLean welcomed Casarino and she said, "I'm excited to be a part of this commission. I'm a sixth generation Boisean, and our family has been raised here. ... I'm excited to contribute and help other families experience what we've got to experience." Council members offered congratulatory remarks.

The council also moved to approve the minutes for the Aug. 26, 2025 meeting; the motion was seconded and the clerk called the roll. Council members recorded "yes" votes during the roll call, and the mayor stated, "All in favor, motion carries." (Names recorded during roll call included Corliss, Halliburton, Morales, Nash, Stead and Willits.)

On the consent agenda, Council member Stedt asked to remove item RES46225 (listed as item 16) after noting the Ada County Highway District (ACHD) decided not to move forward with the project; the removal was accepted without objection. The council then approved the remaining items on the consent agenda by motion and roll-call vote; the clerk recorded the yes votes and the mayor announced the motion carried.

The council considered two ordinances on first reading. After a member asked unanimous consent to have all first-reading ordinances read by number and title only, an objection was raised, so the clerk read the ordinances aloud. ORD-30-25 (DOA 23-10) amends the Harris Ranch specific plan (Harris Ranch Specific Plan 2007, Volume 1) and modifies certain blocks, block prototypes and street sections associated with the village center and village green; the ordinance references Title 11, Chapter 7, Section 1. ORD-31-25 describes exterior-boundary changes and removes certain properties related to the Ustick Ditch Lateral from the Boise Municipal Irrigation System and directs the city clerk to record a certified copy with the Ada County Recorder. Both ordinances were read by number and title and filed for second reading.

All procedural approvals recorded at the meeting were handled through motions, roll-call votes or unanimous consent as noted; no final ordinances were adopted at this meeting.
