Chattanooga council approves multiple zoning changes, contract awards and funding transfers; denies industrial rezoning on Hixson Pike

The Chattanooga City Council on Aug. 25 voted on a package of ordinances, contract awards and resolutions affecting land use, public works and economic development. The council approved right-of-way abandonments, multiple rezoning requests, wastewater and park construction contracts and a resolution to move remaining Chattanooga Opportunity Fund dollars to the Industrial Development Board for small-business programs, while denying a rezoning sought for outdoor storage at 4525 (Hixson Pike).

Planning and zoning decisions

The council took a series of zoning actions. It approved a pair of ordinances abandoning unopened rights-of-way in the 200 block of Tremont Street and the unit block of Chambliss Street as a package. Notable rezoning votes included:

- Denial: Planning case 20250099, a request to rezone property referenced as 4525 (Hixson Pike) from CC (Commercial Corridor) to IL (Light Industrial) for outdoor storage was denied after staff and the planning commission recommended denial. Opposition from a medical-office operator and a nearby developer cited safety concerns and land-use incompatibility. Councilman Clark moved to deny; the motion passed on voice vote.

- Approval: Planning case 20250109, rezoning in the 1000 block of Lupton Drive from RN-3 to CC (Commercial Corridors) passed; the district representative moved to approve.

- Denial: Planning case 20250054 (7458 and 7460 Pinewood Drive) was denied when the applicant failed to appear; the district representative moved to deny.

- Approval: A multi-parcel rezoning on Joyner Road (case 20250112) and other rezonings, including a Bonney Oaks property (case 20250089) and a Broad Street site (case 20250105), were approved with conditions where noted. A request concerning part of 6401 Mountain View Road was deferred to Sept. 9 at the applicant's request.

Contracts, procurement and financial actions

Council approved multiple contract awards and resolutions: Mountain Creek Stream Restoration (contract S25001201) was awarded to Global Infrastructure Inc. for $1,815,000 with a $181,500 contingency; the Chattanooga Skatepark contract (O22001) was awarded to Robert Roberts LLC for $999,834.98 with a contingency of $49,991.75. Wastewater projects including the Big Ridge 2 pump station improvements (W20019201) were awarded (Jay Brennan Construction, $1,826,000; contingency $182,600). Council also authorized reassignment of contracts from WK Dixon to Ardura Group Inc. following an acquisition, and approved a one-year renewal option for the city's EPA brownfield cleanup grant management through the Southeast Tennessee Development District.

Economic and purchase items

A resolution moved remaining funds from the terminated Chattanooga Opportunity Fund with Chattanooga Neighborhood Enterprise (CNE) into an Industrial Development Board (IDB) account for small-business programs; staff said the funds will be restricted to small-business purposes though specific uses were not yet determined. A fleet-services renewal with Pandora's European Motorsports was approved with a corrected price increase of 16 percent (the agenda had incorrectly listed 14 percent); fleet staff said the new estimated annual spend is $600,000. Two sole-source wastewater purchases were reported to council.

Public comment and budget discussion

The meeting included several public commenters focused on budget priorities and public safety. Retired educator Sabrina Daniel urged council to consider infrastructure, schools and traffic impacts when approving development. Christine Nguyen criticized the mayor's staffing and spending decisions and the administration's messaging around the proposed 1.99 millage rate, calling for administrative cuts and greater accountability before approving tax increases. "Passing this increase without demanding administrative cuts and accountability measures ensures he can keep wasting taxpayer dollars," Nguyen said.

Firefighters and public-safety concerns were a prominent theme. A representative identified as Keith Falls, speaking on behalf of firefighters, urged caution about cuts that could undermine raises and staffing. He cited personnel figures discussed in the meeting: 37 current vacancies and 139 firefighters eligible to retire within five years, numbers he said create urgency for retention. In a follow-up exchange the council discussed Ladder 21, a proposed new ladder company: the cost was described as about $4 million, including an apparatus and equipment and 15 personnel (three captains, three lieutenants and nine firefighters) to staff it.

What's next

Several rezoning items carried conditions to conform to the land-use plan and will be followed with administrative steps described in the council's ordinance language. The council also scheduled public hearings on the administration's intent to exceed the certified tax rate and on competing budget amendment proposals over the coming weeks.
