Chair Joaquin Martinez opened the committee meeting and summarized a recently adopted ordinance, noting that the final Tuesday session of each month will begin at 5:30 p.m. and that public comment at those meetings is scheduled to start at 6 p.m. The ordinance (Ordinance No. 2025-604) is set to expire on Dec. 31, 2025, unless the full City Council reenacts, extends or modifies it.
Committee members said they want the new evening sessions to start and end on time and discussed two changes to shorten meetings: eliminating proclamations from evening sessions and tighter enforcement of the speakers list order. Councilmember Sally Alcorn said, “I do feel strongly that we should not have them on the evening meeting.” Councilmember Twyla Carter also urged removing evening proclamations, saying prolonged photo ops and multiple speeches push meetings late.
Committee members also discussed an upgraded agenda and public-signup platform (referred to as Granicus/1Meeting). The proposed system would let residents sign up online in addition to calling the City Secretary’s Office. Councilmember Mario Castillo and others asked for a demonstration or screenshots before the committee makes a recommendation; Martinez indicated a special-call meeting in September could include a presentation from the vendor.
No ordinance or motion to change the new evening schedule or to ban proclamations at evening meetings was adopted at the committee meeting. Council members asked staff to arrange vendor demonstrations and to continue discussions with the administration on implementation and training timelines.
Background: The change to the council rules of procedure is an amendment to the city code (section 2‑2) establishing the evening public session schedule and the public-comment start time for the final Tuesday of each month. The ordinance includes consolidated session and break-week provisions previously adopted by council and remains set to expire at the end of 2025 unless the council acts.
The committee concluded the discussion by asking for follow-up briefings and a vendor demonstration of the agenda/signup platform prior to any implementation decision.
