Commission to finalize decades‑old county road actions, staff to prepare retroactive resolutions

The Weston County Commission discussed steps to finalize several county roads that were surveyed and petitioned decades earlier but never completed in county records.

Staff described a set of surveys and petitions dating back roughly 20 years. Files and minutes show surveys were completed and maps were filed in 2004, but staff said final action by the board to formalize the roads was not completed in the clerk's records. County staff recommended preparing retroactive resolutions to finalize those roads and attach the survey exhibits and filed plat numbers so the county record is complete.

"We have everything done," a county staff member said of the petitions and surveys, "but a resolution was either not done or it disappeared." Staff pointed to minutes from March 2, 2004, noting signatures on field maps but not a final recorded action. The county's mapping and legal review will identify the necessary exhibits and ensure statutory requirements are met before bringing a resolution to the commission.

Commissioners agreed that a resolution that notes the prior survey and attaches the recorded plats would likely resolve the gap. Staff said they will work with the county attorney, prepare a resolution with exhibits and bring it back for the commission's signature so the roads are finalized in the official record.

The discussion also included an earlier example where it took multiple years to collect signatures and complete the petition process. Staff recommended that finalization be done by resolution paired with a filed plat to create a clear, traceable record.
