Staff said after reviewing updated plans with the property owner and engineer, many earlier concerns were resolved and the proposal appears to be a ministerial matter for plan review rather than one requiring discretionary action by the commission.
Commissioner Perkins expressed concern about traffic circulation and the number of entrances onto a service road that runs between Menards and the shopping complex, asking whether the Chipotle parcel could be limited to a single entrance to reduce vehicles turning across the drive aisle. Planning staff and the applicant's representatives explained the design is for a drive-up (order-ahead pickup) window rather than a traditional drive-through and that the drive aisles and curb cuts remain unchanged; renderings discussed stacking for the pickup window indicated space for several cars but staff said typical use would result in one or two vehicles at a time.
The applicants and staff discussed existing parking patterns at Carriage Gate Plaza and said the proposed building occupies a small footprint within the existing parking field. Commissioners and staff debated whether the location could create intermittent short delays in the drive aisle as vehicles enter or exit parking spaces, with staff repeatedly noting the design meets the city's parking and drive-aisle width standards and that more detailed traffic or safety review would occur during plan review.
No motion or formal vote on the Chipotle design or zoning occurred at the meeting. Staff said remaining administrative details would be addressed during the plan review process and that any necessary administrative or minor administrative specifications would be resolved before permits are issued. The commission moved on to other agenda items after discussion.
