Rochester City Council members on Aug. 11 approved multiple development, public‑works and grant actions, including a final plat for a new single‑family subdivision, a variance overturn, engineering work on a busy corridor, a riverfront trailhead design contract funded by a state grant, acceptance of a national economic‑mobility grant, and authorization to secure property needed for the planned Sixth Street bridge and riverfront street improvements.
The council approved the final plat application from Bigelow Homes for Harborview Eighth, a subdivision of about 11.8 acres into 38 single‑family lots, subject to three conditions recommended by staff. Desmond Miguel, senior planner, introduced the item; Kyle Skow of WHKS represented the applicant. The motion to adopt the resolution passed without recorded opposition.
In a separate action, the council overturned a July zoning board of appeals denial and granted an appeal by CD14 LLC to increase the allowable freestanding sign height on a special industrial site from 15 feet to 25 feet. Staff recommended approval after finding unique site conditions, and the council voted 5–1 to grant the variance (Council Member Wall voting no). Applicant representative Jeff Griffin and Community Development staff presented the case.
The council also authorized a $59,015 contract with Alliant Engineering to complete a traffic study of Elton Hills Drive NW (project J7313), intended to identify safety and operational recommendations ahead of a possible pavement…
