Brooke (county staff) briefed the court on the change, explaining that the informal quote process permitted under the new threshold will allow departments to solicit multiple dealer or vendor quotes and complete purchases in a matter of days rather than the formal, advertised competitive procurement that can take six to eight weeks. Jamie (procurement/finance staff) said internal controls will remain: the county will document quotes, require multiple bids for internal review, and provide staff training on the revised process. She said many vendors decline to participate in lengthy formal procurement processes and that the revised threshold will allow the county to avoid delays and potentially higher costs for items such as vehicles.
During public comment earlier in the meeting, Larry Parr expressed concern about larger purchasing authority and county spending generally; commissioners responded that internal thresholds and documentation requirements will remain and that the change is intended to increase efficiency, not reduce oversight.
The court approved the procurement policy update as required by the new state statute; the change takes effect Sept. 1, 2025.
