Ocala CRA approves two affordable-housing disbursements to Delville 1 Construction LLC

The City of Ocala Community Redevelopment Area Agency Board voted to approve two disbursements to Delville 1 Construction LLC for affordable housing work in the West Ocala CRA, including a refund of permit fees and an Affordable Housing Incentive Fund payment.
Staff said each lot will receive the same model home and that both units meet the CRA affordability criteria. James Haines, Director of Community Development Services, told the board the first fee estimate under consideration was $5,699 and that the targeted sales price for the units is $252,000. Staff recommended approval for both items.
Haines presented the first disbursement as a refund of permit fees to build an affordable housing unit and confirmed the application met the city’s strategic goals for “quality of place.” He said the submission had been reviewed by the internal review board.
During discussion, board members asked why permit-fee amounts differed between two otherwise identical houses. Aubrey Hill, Planning Director, said the difference stemmed from the condition of the lots: one was a redevelopment of an existing structure and therefore did not require new sewer impact fees, while the other was new construction and did include those fees.
Board members moved and seconded the motions and called the roll for each item. For both disbursements the roll call recorded affirmative votes from Board Members Mansfield, Hulte, Musley, Bethea and President Dreyer; each motion passed.
The approvals authorize staff to disburse the permit refund and the Affordable Housing Incentive Fund payment to Delville 1 Construction LLC for the two West Ocala lots. The staff reports presented to the board documented the target sales price and the internal review board finding that the projects meet the CRA affordability criteria.
The disbursements will next appear on the City Council agenda as required for items that intersect with city-level agreements or funding, according to staff.
