Council approves guaranteed maximum price for Fire Station No. 1 remodel

The Lockhart City Council authorized the city manager to execute a guaranteed maximum price (GMP) amendment with D. Wilson Construction Company for the remodel of Fire Station No. 1.
Assistant City Manager Joseph Rezendes presented a GMP proposal from D. Wilson Construction Company for $2,441,745, which staff said reflects current labor and material costs and incorporates 100% construction drawings and the added scope for roof and exterior improvements. Studio Steinbomber Architecture described scope additions approved by the historical commission and noted asbestos abatement and lead-paint mitigation work already completed inside the building.
Architect Amy Bramwell said the project will replace an asbestos-tile roof with a polymer-based synthetic slate to match historic appearance, replace windows and overhead doors, repoint brick, replace gutters and downspouts, and repaint exterior elements while keeping the station’s historic character and red doors for the apparatus bay. Interior asbestos abatement has been completed and the team retained original tin ceilings in place with lead paint removed to leave the option for future historic restoration work.
Rezendes said funding for the remodel comes from general-fund balance; construction was expected to start in October with work running through May 2026, pending issuance of a notice to proceed. The council approved the resolution authorizing the GMP amendment by unanimous vote.
