Planning commission approves beachfront permit for Gulf Drive house after applicant removes dune-area work

The Planning Commission of the City of Galveston on Aug. 19 unanimously approved a beachfront construction protection permit for a single-family home at 21204 Gulf Drive after the applicant revised plans to remove proposed work from the Dune Conservation Area.
Staff advised the commission that the revised plans remove any structure from the Dune Conservation Area and therefore the applicant was no longer requesting an exemption. Planning staff presented survey maps and photos showing the proposed structure would sit about 25 feet from the north toe of the dune system and described the surrounding uses: single-family homes to the north and west, beach and dune system to the south and a vehicular public beach access to the east.
Commissioners praised the applicant for returning with revised plans that align with dune protections. One commissioner said, “I really appreciate you, Kyle, and I appreciate the applicant for going back and making the changes that we requested.” The applicant’s representative told the commission the property manager and owner had no intention of building over the dunes and expressed appreciation that the project could proceed after the revisions. Staff concluded its presentation with site photos and the commission opened and closed the public hearing without public opposition.
A commissioner made a motion to approve the case (23P-054) with all staff recommendations; a second was recorded and the motion passed unanimously. The applicant may proceed consistent with the approved plans and any standard permit review required by city code.
The planning record for the project includes a site survey, BEG map excerpt and staff conditions; no formal exemptions to dune protections remain in the approved submittal.
