Council sets process to fill vacant alderman seat by appointment; applications due Aug. 28, special meeting Sept. 2

After Mark Janser was sworn in as mayor, the City Council addressed the vacancy his move created on the council. City Attorney Stephanie Stahlheim outlined legal options: the council may appoint a replacement or call a special election. Under the city’s modern council form of government the attorney said petition language that would force a special election is not available, so the council has discretion to appoint or to call an election.

The council voted unanimously to fill the vacancy by appointment. The council directed staff to accept letters of interest or applications to the City Clerk by Aug. 28, 2025, and to hold a special city‑council meeting at 4 p.m. on Sept. 2 to hear from applicants; the council also noted that it could still choose to call a special election later if needed. The city clerk said applicants may submit materials by email or in person and that the city will publicize the opening on the city website and social media.

Council members urged applicants to be prepared to “hit the ground running” because an appointed member may be seated quickly to vote on budget items. Several aldermen emphasized the importance of transparency, giving all applicants an opportunity to speak at the special meeting, and making the process accessible to residents.
