During staff briefing the Design Review Board heard that the Tiburon Town Council adopted updated implementation regulations for SB 9 and that recent state legislative action imposed accelerated timelines for adoption of local reach codes relating to green building and electrification.
Planner Samantha Bonifencio reported the council’s adoption of amendments to the town’s urban lot split and two‑family development regulations to comply with SB 9. She also said the state legislature created a time limit on local agencies’ ability to adopt certain building-code amendments intended to advance electrification and other green-building measures; the practical effect is that many agencies are moving quickly to finalize reach‑code language so it will be in effect by the statutory cutoff. Bonifencio said staff, led by Sustainability Coordinator Grace Ledwith, prepared interim code amendments that tighten some “flex path” provisions (reducing an addition threshold from 750 square feet to 500 square feet and expanding EV upgrade triggers) as an interim step, with a comprehensive building‑code update planned in late October or November to align with the 2025 code amendments effective January 1, 2026.
Bonifencio urged board members to consult the staff report and the council presentation for technical details and noted that staff would return with a full update later in the year.
