Lake Jackson The City Council on Aug. 18 awarded the bid for reconstruction of pavement, utilities and drainage along Moss, Chestnut, Wisteria and Palm Lane to HTI Construction and authorized the city manager to execute a contract for $9,875,449 with a not-to-exceed amount of $10,862,994 to cover contingencies.
Public Works staff reported three responsive bids and recommended the low bidder, HTI Construction, after confirming the bids were within budget estimates. Staff said the project is part of the city's voter-approved bond program, and that roughly $900,000 had already been expended on design. The council approved the recommendation by motion.
City staff explained the scope includes improvements to identified drainage channels (including paving the pans of some channels to reduce maintenance), pavement reconstruction and associated utility work. The presentation noted the project will improve drainage performance but that street flooding may still occur in extreme events; staff said the work is expected to speed water drainage and reduce the duration of street ponding.
