Chief Morrow (BISD) and other district staff told the council the request covers northbound Lake Road during arrival, 7:30 a.m. to 8 a.m., and dismissal, 3:45 p.m. to 4:15 p.m., on school days. The districtpresenters described a new stacking lane routed onto school property so parents can stage off the roadway, bypassing previous curbside queues that at times extended into the travel lanes.
The presentation said the stacking lane capacity would hold substantially more cars than the previously measured peak, that staff and safety specialists would manage flow on campus, and that the district had conducted drone footage and timed tests during the first days of implementation to refine the process. District staff said they expanded covered drop-off points and increased the number of drop-off locations from about six to 12 to speed movement; on heavy-weather days they plan additional staffing and said they may end school 15 minutes early to ease peak congestion.
Council members asked about enforcement, signage and how motorists for nearby facilities would be routed. Chief Morrow and district staff said BISD is handling on-site traffic management; city representatives said the council's action authorizes the temporary closure as requested and that the district would return if it sought a permanent or different arrangement. A motion to approve the temporary closure passed by voice vote.
The council's action permits BISD to place staff and cones to control northbound lanes for the specified hours; city staff said signage would be handled operationally and that law-enforcement assistance could be requested on particularly heavy or adverse-weather days.
