City to apply for Hamilton County 'Leaning into Communities' grant for Springvale Park dog‑park and amenities

The council on Aug. 14 approved Resolution 37‑22 authorizing staff to apply for Hamilton County’s fiscal‑year 2026 “Leaning into Communities” grant for phase 1 of the Springvale Park redevelopment. The grant program’s maximum award is $250,000 and requires an equal local match, producing a proposed project budget of $500,000 if awarded.
City administration presented a strategic plan and referenced the city’s 2024 parks master plan, which included Springvale Park improvements such as ADA restrooms, a relocated dog park and signage. Staff said the application would propose relocating the current dog park, providing ADA‑compliant restroom facilities (sited where they are outside the regulatory floodway), installing parking repairs and adding surveillance and security improvements.
City staff noted the grant is site‑and‑purpose specific: funds awarded must be spent on the location and scope set out in the application and must be utilized within 12 months of award. Council discussion noted some neighborhood opposition to placing a dog park at Springvale; staff said a public survey and the adopted master plan supported park improvements at Springvale, but several residents said they did not want the dog‑park location proposed. Council Member Ezell voted no; the resolution passed on the remaining votes.
City staff said alternate locations and project phasing had been studied during the master‑planning process and noted the southern portion of the site and a proposed new parking area would be out of the mapped floodway and suitable for restroom construction. If the city receives the award, staff will return with details about matching funds and a project schedule.
