Commission approves donation of memorial camphor tree and plaque at TeWinkle Park

Staff presented a request from James Ortiz asking permission to donate the tree and a plaque in memory of his father, who worked for the city for 23 years and served as the city arborist. Staff proposed a location on the east side of the lower lake at TeWinkle Park that would be outside the footprint of the lake renovation and close to an existing memorial tree for a past employee. Staff recommended a single‑trunk camphor tree and provided a sample plaque layout.
Commissioners spoke in support of the donation and recalled Ortiz’s community service and leadership on tree‑planting events. Commissioner Ledger moved approval; Commissioner Garcia Arcos seconded. The chair said the motion carried 7–0.
Staff will coordinate the tree selection, inspect the delivered tree prior to planting and oversee installation and plaque placement.
