Council adopts updated school‑zone speed detection ordinance; clarifies enforcement and hearing process

Staff said the ordinance is a cleanup and reorganization of prior language that adds enforcement procedures consistent with state statutes and provides a clearer administrative hearing process. The version presented on second reading included two small edits — insertion of the word "may" in two places — that staff said reflected council discussion at a workshop.
The ordinance (2025‑15) replaces sections 22‑36 through 22‑42 with a new Article 6 (sections 22‑36 through 22‑45) titled "Speed Detection in School Zones." Council opened and closed the public hearing with no public comment and approved the ordinance on second reading by a 5‑0 vote.
Staff noted the ordinance organizes previously adopted policy and provides a consistent process for issuing citations, administrative hearings and collection procedures tied to speed detection systems placed in school zones. Council directed staff to proceed with implementation consistent with the code changes.
