Clerk and treasurer seek fix for recurring taxing-unit errors in vehicle transaction imports

Atchison County commissioners heard a detailed report Aug. 12 from county clerk and treasurer staff about recurring errors that cause motor-vehicle transactions to import with incorrect taxing-unit assignments.
The county clerk explained that motor-vehicle transactions originate in the state MOVERS system, are downloaded and processed via the county's ATCI import tool into the CIC programs used for distribution, and then must be matched to taxing units for distribution to townships, school districts and other entities. Staff said many records come through with faulty taxing-unit identifiers and the clerk's office has been applying a temporary fix before upload so distributions can proceed. The clerk said that fix is not permanent and creates redundant manual work each year.
Clerk and treasurer staff noted the problem has appeared across other counties and has persisted for decades. They discussed possible causes in the pipeline between MOVERS, the state's portal and ATCI/CIC. Staff said the file they received from the appraiser's Orion system helped correct many entries, and that changes to taxing units (for example, after dissolution of a special district) can ripple through the import process.
The clerk said the office will try to escalate the issue with CIC support and recommended coordinating with other counties to request a systemic fix. The treasurer and clerk agreed to ask the county appraiser to run a query for records with zero or missing taxing units and to coordinate a support ticket or joint request with other counties if necessary.
Commissioners asked staff to pursue a diagnosis and to report back with findings; staff estimated they could provide an update in a couple of weeks but noted next distribution is scheduled Sept. 20. Commissioners also discussed whether the clerk's office should permanently assume distribution responsibilities, but staff said the current split provides checks and balances and that statute does not mandate a single approach.
No formal vote was taken; commission gave staff direction to investigate, coordinate with CIC and the appraiser, and return with an update.
