According to the staff presentation, earlier work included an initial Thoroughbred contract of about $130,000 for conceptual planning and geotechnical work and a separate $30,000 contract related to Kentucky American Water design work. The newly approved $27,000 amendment was described as necessary after a second KPDI grant award and to address topography and earthwork for phase 3, where staff estimated significant quantities of cut-and-fill had changed initial assumptions.
