Council hears progress reports on tank, treatment plant, roundabout and city center master plan

City staff briefed the North Logan City Council on infrastructure and planning updates Aug. 6, including a 4,000,000-gallon water tank project, treatment-plant work, traffic projects and progress on the general plan and city center master plan.

Jordan (public works/utilities staff) reported the 4-million-gallon tank excavation is at full depth and crews are backfilling with structural fill; the first concrete pour is scheduled for mid-September and is expected to be a 24-hour pour. Jordan said the Green Canyon treatment plant work is on schedule for completion by September and that contractors have four scheduled pours next week.

Jordan also reported road and roundabout work is ahead of schedule: the 6 East roundabout is on track to open Aug. 18 before the start of the school year. Staff asked drivers to watch for final closures and traffic control during the finishing work.

Scott (planning staff) summarized progress on the general plan and the city center master plan. The planning commission and consultant team have drafted text amendments and new zoning classifications to implement plan goals; those redline documents are posted at nlcplan.org. Scott said the planning commission will continue final reviews of the zoning ordinance (12C) and begin work on the subdivision ordinance (12D), with public hearings anticipated in September or October before the council reviews code amendments.

On the civic center and library project, staff said exterior work is mostly complete and interior finishing remains. The library will remain operational during interior remodels using staged space in the new facility; staff have started active fundraising for remaining items such as donor recognition and furnishing.

No formal council action was required. Staff said they will return with timelines and notices to residents as work progresses.
