Superintendent: federal grant freeze lifted; district will revise budget after updated per‑pupil allocation

Superintendent Samaniego told the Douglas Unified School District governing board that the district’s hold on federal grants has been resolved and staff can resume normal use of the funds.
"The issue we're having with the federal grants... it has been resolved, so we no longer have the freeze," Samaniego said. She identified Title I, Title IV and Title I‑C among the grants that had been affected and said the lift removed an immediate funding concern for programs that support students.
Samaniego also told the board the budget report presented that night used last year’s forms and prior per‑pupil allocation figures. She said staff will present a budget revision at the next meeting using the updated per‑pupil allocation. As presented to the board, the report used a prior per‑pupil figure of $5,013 and Samaniego said it "is gonna go up to 5,113 in some sense. I believe it's 26¢," indicating a modest upward adjustment to the per‑pupil amount.
Human Resources staff Cox reported current enrollment of 3,611 students and an Average Daily Membership (ADM) of 3,384. Cox reported 144 new registrations in July and 110 withdrawals, with the withdrawals broken down as 18 moving to online programs, 60 families moving out of town, 16 to charter schools, 9 homeschooling and 7 for other reasons. Cox also said the district currently has five posted certified vacancies and is holding off on filling some classified positions pending the September budget revision.
Board members asked clarifying questions about which federal grants were included and about the timing of the budget revision. Samaniego confirmed the grants included Title I, Title IV and 21st Century programs and said staff expect to present the corrected per‑pupil allocation and revised budget at the next regular meeting.
No board action was required on the grant‑freeze update that night; the board later approved several consent and action items tied to personnel and operations.
