Commission approves JE Dunn guaranteed maximum price for library expansion, funding gap noted

The Dickinson City Commission on Aug. 5 approved a guaranteed maximum price (GMP) construction contract with JE Dunn for the downtown library expansion, with a GMP of $3,163,267.

Senior Engineer Keller described the project as a construction manager at risk engagement in which JE Dunn provided estimates and value engineering. Keller said 74 bidders participated, approximately 77% of the dollar value of the awarded contracts went to local contractors and 95% to North Dakota contractors. If approved, construction would begin in September with substantial completion projected by the following July.

Funding status and concerns: City staff said the city had secured multiple funding sources, including federal grants and private grants, but that “we are still looking to secure the last bit of funding for this project.” Director Anne (city director for the project) told commissioners she had “a high level of confidence” the remaining funds would be secured by the end of the project, but she did not specify the amount or sources on the record.

Commission action and vote: Commissioner Frederick moved to approve the JE Dunn GMP; Commissioner Bair seconded. The motion passed with three ayes and one no: Commissioner Frederick — aye; Commissioner Bair — aye; Commissioner Riddle — no (cited lack of funding); Chair Decker — aye.

City staff noted that the city attorney reviewed the contract amendment and engineering staff recommended approval. The construction contract is a guaranteed maximum price; the city may proceed once final funding and contracting steps are complete.

Next steps: Staff will finalize contract documents with JE Dunn and proceed to construction scheduling, subject to funding resolution.
