Council member Francois reported to the Walnut Creek City Council on Aug. 5 that the RecycleSmart board has recommended Republic Services to provide post‑collection and collection services under a 10‑year contract beginning in 2027.
Francois said the board received two bids and recommended Republic because its bid was roughly 14% lower than the other bidder, yielding about $10 million in annual savings and approximately $100 million over the 10‑year contract term compared with the alternative. The board recommended Republic offer expanded services including on‑demand second recycling or organics bins at no extra charge, battery recycling at multifamily properties with 16+ units and an on‑site manager, used cooking oil collection options, additional trucks and staff, relabeled carts with QR codes and a $10 credit to a customer’s bill for each can missed per day under the new contract.
Francois described the procurement process as having separated post‑collection and collection work and said the board began the process years in advance of the contract start date. He noted some past service issues in harder‑to‑serve communities that the new contract aims to address through improved performance incentives and added services.
The report was presented as a council member update; the Walnut Creek City Council did not itself vote on the RecycleSmart contract at the meeting. RecycleSmart is a joint powers authority whose board — not the Walnut Creek City Council — makes franchise awards that affect multiple member jurisdictions.
