San Clemente council OKs $2.15 million emergency contract to shore up Marquita slope

The San Clemente City Council unanimously approved an emergency contract on Aug. 5 to stabilize the Marquita slope and protect the Linda Lane pump station.
Councilmember Zen Wu moved to award the Marquita Slope interim construction contract to Alliance Diversified Enterprises Inc. in a not-to-exceed amount of $2,149,870 and to approve a supplemental appropriation of $500,190 to fund the work. The council voted to find the project categorically exempt from the California Environmental Quality Act and authorized the city manager to execute the contract.
City staff told the council the project was routed previously as an emergency item and rebid to reduce costs; the current award represents approximately a 10% savings from prior estimates. Council members emphasized the need to act quickly to avoid winter storm impacts and further risk to the pump station and adjacent infrastructure.
The contract authorizes Alliance Diversified Enterprises Inc. to perform interim slope repairs and related work identified in the project scope. The council directed staff to proceed with construction and to administer the contract as written.
Council members and the city attorney noted the full contract and draft resolution were available at the back of the chamber for public review before the vote. The council adopted the resolution and instructed staff to report back on implementation as the project proceeds.
