Council accepts biennial impact fee audit, sets Sept. 17 public hearing

The Queen Creek Town Council on Tuesday voted unanimously to accept the town’s biennial impact fee audit, authorize staff to publish the audit report and schedule a statutorily required public hearing for Sept. 17.
Jay DeWitt, deputy finance director, explained that Arizona law requires municipalities to perform a third‑party audit of impact fee programs every two years, post the results and hold a public hearing 60 days after publication. “Impact fees ... are set subject to statutory requirements,” DeWitt said, and the audit compares the town’s growth and permit projections against actual activity and reviews whether fee revenues were spent on projects in the town’s infrastructure improvement plan.
DeWitt and auditor Jim Revenar of Heinfeld Meach presented the report’s findings, which showed that growth and commercial permits in recent years exceeded the conservative projections used in a 2019 study. DeWitt said impact fee revenues were about 92% higher than the 2019 projections because of unusually strong activity, including industrial and retail developments; the audit identified no reportable findings.
“During our test work ... there’s no deviations, so no findings reported,” Revenar told the council, summarizing the firm’s procedures and results. Staff said it will publish the audit report on the town website and hold the public hearing on Sept. 17 as required by statute.
Council Member Benning moved approval of the final action (Item 12A); Council Member Brown seconded. The motion passed unanimously.
