The City Commission voted on Aug. 6 to award the city’s employee group insurance benefits consultant contract to Risk Strategies/Gearing Group following a competitive request-for-proposal process. The vote was 3–2.
What the contract covers: The consultant will advise the city on design and administration of employee group insurance programs, including health benefits, plan design, renewals and vendor negotiation.
Evaluation process: Procurement staff said the RFP received three responsive proposals that were scored by an evaluation committee using published criteria (technical response, qualifications/experience, proposal cost and quality). The committee ranked Risk Strategies/Gearing Group highest and recommended award.
Public comment and debate: Two speakers representing a local, Broward-certified small firm (Gellan Benefits Group) addressed the commission during public comment and urged the commission to select the local vendor, citing prior municipal savings and local service capacity. Commissioners discussed the tradeoffs between a larger incumbent broker and a smaller local firm; one commissioner asked for more time to evaluate local preference options before the vote.
Vote: The commission approved the staff recommendation to award to Risk Strategies/Gearing Group. The recorded roll-call on the resolution was: Commissioner Gordon — no; Commissioner Newbold — yes; Commissioner Badu — no; Vice Mayor Arns — yes; Mayor Lonergan — yes.
Why it matters: The consultant will advise on plan structure and renewals that affect employee premiums and city benefit costs. Commissioners who preferred the local proposal argued it could deliver savings and more on-the-ground service; the majority said the committee’s scoring and incumbent experience supported the award.
Contract term and next steps: The award authorizes an initial two-year contract with city options for one-year renewals; staff will negotiate final contract terms and bring them forward for execution.
