The Vermillion City Council on Aug. 4 authorized the mayor to sign temporary construction and permanent easements needed to place riprap and stabilize riverbanks around the South Dakota Street Bridge and Dawson Street Bridge following last year’s flooding.
Jose explained the county is working with FEMA and Oltega consulting to protect eroded banks; construction will place riprap along the bank and in the channel. The city’s permanent easement areas and temporary construction easements will allow access for equipment and placement of materials. Jose said the contractor may use up to half of the Cotton Park parking lot during construction and that some trees in the project area may need removal.
Work is expected to take two to three weeks and is scheduled toward late fall/early winter when frozen ground should limit disturbance, staff said. The contractor will repair any damage to trails and removed trees, Jose said. Council approved the easement authorization on a voice vote after questions about parking, impacts to pickleball users, and whether work on the south bank (on non-city property) would proceed simultaneously; Jose said the south bank work is being coordinated with adjacent landowners and will occur at the same time.
