Riley County commissioners approve budget submission, community corrections adjustments and surplus-vehicle auction; authorize EMS support for weekend event

Riley County commissioners on Aug. 4 approved several administrative and budget actions, including sending the county's proposed 2026 budget to an external auditor, signing off on Community Corrections grant adjustments, authorizing the online auction of surplus vehicles and approving a short-term EMS support request for the Rock the Plains event.
The vote to send the proposed 2026 budget to James Gordon and Associates for audit review was approved after Budget and Finance Officer Britney Phillips told commissioners the budget is ready to submit for final review. Commissioners voted to forward the document so auditors can complete their review prior to the public budget hearing.
The board also approved two line-item adjustments that Community Corrections must submit to the Kansas Department of Corrections (KDOC) because they exceed the department's threshold for internal adjustments. Jesse Hubbard, administrative assistant for Riley County Community Corrections, told commissioners the adult-services adjustment totaled $40,700 and the juvenile-services adjustment totaled $31,907. Commissioners moved and seconded approval for those adjustments to be submitted to KDOC.
Community Corrections asked for permission to sell three vehicles it no longer needs. Commissioners authorized staff to contract with Purple Wave Manhattan to conduct an internet-only auction to sell surplus vehicles, with no cost to the county and a 10% buyer premium charged by Purple Wave.
The board granted a request for Riley County Emergency Medical Services to provide a utility/patient-carrying vehicle for the Rock the Plains music festival Aug. 7'10. Commissioners discussed that some large-event equipment commonly costs tens of thousands of dollars and that smaller jurisdictions sometimes borrow county equipment for one-time events; the county approved the use for the festival at the location specified by the requester.
Other routine actions included approval of the minutes from the July 31 meeting and consent to several personnel actions noted on the agenda.
Why it matters: The votes advance the county's next fiscal-year preparations, allow Community Corrections to close grant accounting adjustments required by KDOC, clear surplus assets for sale, and confirm county support for a high-attendance weekend event.
Looking ahead, the board will publish the auditor-reviewed budget and proceed to the public hearing and adoption process on the county schedule.
