Waverly council unanimously backs Plainfield tax support, aquatic-center change order, plat correction and appointment

The Waverly City Council on Aug. 4 voted unanimously on several routine items including three resolutions and a mayoral appointment.

Resolution 25-105: Support for Plainfield local option sales and services tax question The council approved Resolution 25-105, a resolution of support for the city of Plainfield’s request to submit a ballot question on Nov. 4, 2025, to change the use of local option sales and services tax proceeds. The motion as read: “I’ll move approval of resolution 25-105, a resolution of support for the calling of an election on 11/04/2025 or as soon thereafter as is possible on the question of changing the use of local option sales tax, sales and services tax proceeds in and for the city of Plainfield, Iowa.” A roll-call vote was recorded and the resolution passed unanimously.

Resolution 25-106: Waverly Aquatic Center change order (deduction) Council approved Resolution 25-106, approving Change Order No. 2 for a deduction of $109,533 from Woodruff Construction for the Waverly Aquatic Center. The motion was moved and seconded on the record; council discussion described the change order as a value‑engineering deduction through contractor and subcontractor substitutions and clarified it was not expected to affect long‑term usability and sustainability of the facility. The council voted unanimously to approve the deduction.

Resolution 25-107: Repeal and replacement of plat of survey resolution The council approved Resolution 25-107, repealing Resolution 25-101 and replacing it with a corrected resolution approving a plat of survey for Parcel LL (part of 933 Sixteenth Street Southwest, Waverly). The staff explanation said the action corrects a clerical error in an access point address (originally listed as 1300; the corrected address is 1400 Tenth Avenue). The council voted unanimously.

Mayoral appointment The council approved, by voice vote, the mayoral appointment of Deborah Turnbull to the Historic Preservation Commission to fill a term ending June 30, 2028. A council member noted the appointee indicated a potential conflict of interest on the application form; the council discussed that item briefly and proceeded with a unanimous voice vote.

Other routine approvals The council also approved the meeting agenda, July meeting minutes and the consent calendar by voice vote earlier in the meeting; each passed unanimously.
