West Baltimore County Redevelopment Authority adopts amended bylaws; clarifies executive director has no vote

Estella Alexander, vice chair of the West Baltimore County Redevelopment Authority, presented an amended and restated set of bylaws and asked the board to adopt the document at the July 17 meeting.
Alexander said the final edit makes it "absolutely unequivocally clear that the executive director of the redevelopment authority has no voting power within the body of the board." The board had shared prior iterations and solicited member comments before the July vote.
On a motion from David Green that was seconded by Michael Spiller, the board voted to adopt the amended and restated bylaws as presented for July 2025. The motion carried with affirmative votes by the members present.
Board members described the adoption as a milestone for the newly formed authority. Members thanked Lisa Dingle, who joined the call as chief of staff for Senator Charles Signore, and noted that the authority will continue coordinating with county staff on operational matters.
The chair also reminded members about two administrative items discussed at the end of the meeting: an ethics/financial disclosure filing that covers 2024 and is due by the end of the month unless an extension is requested from the county ethics office, and an August 9 date the board was asked to hold for a retreat. The board adjourned at approximately 6:27 p.m.
