At 6:00 p.m. during the July 29 meeting, the Port Arthur City Council held a public hearing and subsequently approved the rezoning of roughly 2.892 acres located at 8520 Wilson Avenue from medium-density residential to Planned Development District 45 to accommodate a proposed multipurpose event center.
Planning staff explained the request, noting a complete application had been filed in September 2024, two community meetings had been held, and the Planning & Zoning Commission recommended approval by a 3–0 vote. Public notice steps complied with Texas Local Government Code Sections 211.006 and 211.007; staff reported no written opposition had been received for the council hearing. Staff presented conceptual renderings and an aerial/surface view of adjacent properties.
There were no members of the public who spoke in opposition at the council hearing. After the hearing closed, council voted to adopt the ordinance rezoning the property to PD-45. The adoptive ordinance includes standard misdemeanor penalties for code violations and took effect after publication as required by law.
Why it matters: The rezoning permits construction and operation of a facility designed to host community events, cultural programs and recreational activities at a site that had been zoned for medium-density residential uses. Planning staff and the council said the PD designation allows flexibility for project innovations and site-specific conditions.
Next steps: Applicant and staff will coordinate final development review, site plan approvals and any required conditions in accordance with the adopted Planned Development zoning.
