The Hernando County School Board voted 4-0 July 29 to reject all bids for bid number 26-910-01 for building official services after staff said the two proposals received were nonresponsive.
Purchasing staff explained that one bidder objected to terms and conditions and another had a prior history of incomplete work, so purchasing and staff recommended rejecting all submissions and reissuing the solicitation. “We received 2 bids, but they were both deemed nonresponsive,” said the staff representative who answered board questions.
Staff told the board they will extend the current third-party building official arrangement for six months while re-soliciting the work and will reach out directly to additional firms because the function is a specialized niche. The building official services include plan review, inspections and permitting responsibility for district properties; the district does not operate an in-house building official office.
Board member Johnson raised the questions that led to the explanation from purchasing; the board approved the rejection 4-0.
