Planning commission backs 38-unit Florian Townhomes project at Stockton Boulevard

The Sacramento County Planning Commission recommended approval of a tentative parcel map, special development permit, waiver for a parcel map for condominiums and design review for the Florian Townhomes project at 7298 Stockton Boulevard in South Sacramento.
Austin Chan, associate planner and lead planner for the project, told commissioners the 2.21-acre vacant site would be divided into a 1.448-acre and 0.77-acre parcel to allow phased development of 38 condominium units in eight three-story buildings. Each unit would include a two-car garage and a private yard; units are described in the application as three-story townhome-style condominiums with up to four bedrooms. Chan said the project includes a proposed community garden and landscaping along Stockton Boulevard and surrounding frontage.
Chan said an initial study/mitigated negative declaration was released for public review on June 16, 2025. The environmental document discusses impacts including air quality, biological and cultural resources, greenhouse gases, and hazards; staff concluded impacts would be less than significant with mitigation. Chan also said a no-net-loss analysis was completed and that the site had been included in the county housing element vacant land inventory for lower-income development potential.
The application requests several deviations through a special development permit, including reductions to frontage landscape planter width, driveway separation, front and side street yard fencing, setbacks, and building window offsets. The applicant also requested a waiver for the parcel map for condominiums under Sacramento County Code section 22.20.076 to allow condominium airspace mapping to proceed without separate future hearings for each condominium lot.
Applicant Stan Gamble told the commission the design seeks to provide housing between nearby single-family homes to the north/west and apartments/condominiums to the south. He said the condominiums are intended to function like townhomes with exclusive use of private yards even though they will be legally structured as condominium ownership. Gamble said he had worked with a civil engineer to clarify the scope of requested deviations and provided supplemental materials to commissioners.
Chan said the Design Review Advisory Committee recommended the project be found in substantial compliance with countywide design guidelines. The South Sacramento CPAC heard the project but did not have a quorum to make a formal recommendation; members who attended expressed concerns about traffic, affordability and fencing.
After questions and clarifications about the condominium parcel map waiver and the Subdivision Map Act, the commission voted to approve staff recommendations on a roll call (Member Borja: yes; Chair Conklin: yes; Member Corona Savignano: yes; Member Verga: yes).
Staff materials and conditions accompany the approval; the project will be subject to the mitigation monitoring and reporting program identified in the MND.
