Shawnee council awards $7.7M paving contract, approves 2026 capital plan; budget presented

Doug Donner, communications director for the City of Shawnee, said the City Council on Monday, July 28, awarded a $7,700,000 contract for the mill-and-overlay project on Shawnee Mission Parkway from K-7 to Lachman Road and approved the city’s 2026 capital improvement plan.
The contract for the Shawnee Mission Parkway project was awarded to Superior Bone Asphalt Company by a unanimous vote. The council also approved the 2026 capital improvement plan in an 8-0 vote; the plan lists stormwater projects with matching funds from Johnson County, two street-improvement projects, parks and recreation work and funding for Fire Station 72 and Fire Station 74.
City Manager Paul Kramer presented the proposed 2026 budget at the meeting. Kramer described the proposal as balanced “as is required by law” and said the plan reflects the council’s priorities for maintaining service quality and supporting city staffing. The proposed general fund budget for 2026 is described as just over $80,000,000, with roughly 70% of general fund expenditures attributable to personnel; the presentation noted that about 63% of staff are related to public safety. The mill levy is proposed to remain flat from last year. Kramer announced a budget open house for residents on Wednesday, Aug. 6, from 5 to 7 p.m. at Shawnee Town Hall, and said final public hearings on the budget and revenue-neutral rate will be at the council meeting on Monday, Aug. 25.
Public Works Director Kevin Manning and Kramer also reported a stormwater pipe failure beneath Monticello near Mill Valley High School following recent heavy rains. Officials said a replacement reinforced concrete box is scheduled for delivery by Aug. 18 and that work to replace the box and pipe is expected to begin in mid-September. Crews plan to close Monticello for approximately three to four weeks during the work; officials said additional details will be provided when available.
The council’s votes were reported without individual roll-call attributions in the meeting summary. The meeting notice and archived agendas are available on the city’s website at cityofshawnee.org. Mayor Mickey Sandifer proclaimed the week of August as Farmers Market Week during the session; that proclamation was ceremonial and did not involve a council vote.
The council is scheduled to meet again on Monday, Aug. 11, at 6 p.m. and will hold final public hearings on the budget and revenue-neutral rate on Aug. 25.
