Public Works Director Dustin Johnson told councilors the additional cost arose after crews exposed pavement that was about twice as thick as expected and found subgrade areas that required more removal and reconstruction than the quantities included in the original bid. Johnson said the city typically estimates thickness before bidding, but actual field conditions sometimes require a full reconstruction rather than preservation treatments. The city had budgeted for these projects and is using preservation funds that also support reconstruction on Fifth Street.
Councilor Schroeder moved and the motion was seconded to approve the change order and authorize the mayor to sign. Councilor Forsman asked about the remaining balance in the street preservation fund and how the remainder will be used; Director Johnson said funds are sufficient and that the city planned to use the program funds for Fifth Street reconstruction, which is expected to start soon.
