Board hears proposal for youth developmental league; administration directed to negotiate facility lease and return for approval

Brandon Williams, a local youth sports organizer, asked the Dickson County Board to permit a new elementary-level developmental basketball league (Wayve Developmental Next Gen) to use school gymnasiums across the district this fall.
Williams said the league will align to school curricula, incorporate social-emotional learning and RTI elements, and avoid scheduling conflicts with existing community programs. He described plans to rotate practices and games among elementary gyms and to offer scholarships for students who cannot pay participation fees.
Board members and administrators raised policy and logistics questions. Staff reminded the board that board policy 3.206 sets rates and requires a negotiated use-and-fee contract for any group using facilities more than five days in a 12-month period. The policy also requires board approval for long-term use. Administrators estimated the calendar Williams proposed would amount to roughly 44 facility days per site over the program window; using the standard per-day nonprofit rate would not cover janitorial, utilities and staff costs for long-term, repeated use, staff said.
The district’s attorney, Mr. Hall, and the director of schools agreed the use must be resolved by negotiated contract approved by the board. The district said it will prepare a draft lease and fee schedule and that the applicant and administration will work on details including janitorial coverage, building staffing and fees. The board requested the attorney assist in drafting an agreement that complies with policy and protects the district.
Board members discussed timing: several said they did not want organizers to start taking paid registrations until a contract was final, because if the board declined a contract after usage began it could create problems. To avoid that, the board scheduled a special session for Aug. 14 to consider the negotiated contract, and asked administration to bring a draft agreement to that meeting. Administration also will review mascot/logo use and any trademark implications under board policy.
