City of Plantation councilmembers voted on July 23 to defer consideration of a proposed renewal of the interlocal agreement (ILA) with the Broward County School Board that regulates fundraising recognition banners on school fences. Councilmembers said they sought more information about a recent county policy change and how maintenance and enforcement would be ensured if the city removed numeric caps on banners.
Why the item was pulled and what council asked for
Councilmember Andreu and others urged removing the agreement’s numerical caps because the school district has adopted new uniform banner standards and smaller, standardized banners could allow more fundraising without creating visual clutter. Other councilmembers pushed back, saying they had recently observed banners that were not installed per current rules and that poorly maintained banners can become an eyesore in residential neighborhoods.
The council asked staff to consult with the school district about its updated banner policy, to return with clarifying language on maintenance and enforcement, and to consider adjustments in the city’s sign and banner rules so schools can raise funds while protecting neighborhood character. Council asked the city attorney and Planning & Zoning to review the proposal and report back.

Councilmember McWhelan made a motion to defer; the motion passed on a roll call (Council Member Fadgen — Yes; Council Member Horland — Yes; Council Member Anderson — Yes; Council Member Andrew — Yes; Council Member Reinstein — No). Staff and administration said they would contact the school board and prepare revisions for a future meeting.

The ILA renewal was deferred with no date certain. Staff will continue discussions with the county school board and return to the council with proposed language addressing the maintenance, size and cap issues raised in the hearing.
