The Houston Bicycle Advisory Committee discussed a near-term reorganization of its subcommittees and set a plan to convene the full committee on Aug. 27 to handle nominations for a second vice chair.
Committee members debated folding the infrastructure subcommittee’s work into a standing relationship with the Houston Parks Board and focusing the committee’s infrastructure efforts on trails and recreational bikeways. Members also proposed broadening the education subcommittee’s role to include public outreach and recruiting university and community partners for bike education and advocacy.
Committee staff said the committee can call a full meeting as needed but noted the legal posting requirement for agendas. “The agenda has to be posted 72 hours before the meeting,” said a staff member who relayed administrative rules that shape how and when items can appear on a posted agenda.
Members agreed that converting next month’s infrastructure meeting into a full committee meeting would provide an in-person forum to receive nominations and, if agendaed, vote on a second vice chair. The committee asked staff to circulate a save-the-date and nomination instructions, with an intent to confirm logistics and legal posting in the weeks before the meeting.
The committee also discussed clarifying subcommittee charters so members understand whether subcommittees will operate informally or follow the same open-meeting rules as full committee meetings. Several members urged clearer, earlier communication from administration when agenda items are being evaluated for inclusion so volunteers can plan and nominate candidates in time for posted agendas.
Action taken during the meeting included approval of the draft minutes from April. That vote was recorded as an affirmative voice vote.
Next steps: staff will circulate the full meeting save‑the‑date and nomination instructions and will advise members on whether the Aug. 27 session will be held in person to permit any needed votes.
