Planning staff (Kristin Sager, Director of Planning) summarized each case; staff recommended approval in all six matters and noted each request was compatible with surrounding uses or the city’s future‑land‑use designations. The requests included rezones from office to medium‑density residential, single‑family to various commercial designations, and other district changes; planning staff reported unanimous Planning & Zoning Commission recommendations for approval on each case.
Annexation: On item 7.7 the council approved a municipal services agreement for the annexation of approximately 8.82 acres at 140 Sixth Street in Frankford; staff said the ordinance to effect the annexation would be brought to the next council meeting.

Chief Financial Officer Joe Jimenez and a representative from the Housing Finance Corporation explained that conduit financing is not city‑backed debt; the council voted to approve the resolution consenting to the Housing Finance Corporation’s request.
