Howard Street reconstruction work to continue through summer; Petoskey public safety earns reaccreditation

City Manager Shane Horn updated the City Council on the Howard Street reconstruction project and recent departmental activity during the July 21 meeting.
Reconstruction progress and schedule The manager said most underground utility work on the Howard Street corridor is complete through Fulton Street and contractors have begun roadway rebuilding and curbing from Grove to Fulton. Curb, gutter and sidewalk installation on that section was expected to be completed around the end of the week, weather permitting, with paving scheduled for early August.
Because the Sheridan–Jennings stretch is critical for school traffic, staff asked the contractor to shift work to complete the Sheridan to Jennings area ahead of other sections. Horn said water‑main and water‑service work will follow sanitary work in the same stretch; staff is targeting completion of storm and utility work and paving ahead of school start, which council members confirmed as after Labor Day.
Code enforcement and public safety Horns also provided an update on code enforcement activity for January–June: staff reported 120 incidents recorded in the first half of the year, mainly complaints for signs, grass/weeds and rubbish. City code officers typically work cooperatively with property owners and issue tickets only when compliance is not achieved, staff said.
Public safety accreditation and staffing Council heard that Petoskey Public Safety achieved reaccreditation through the Michigan Association of Chiefs of Police on June 24. Manager Horn credited Lieutenant Matt Mikulski and the accreditation team — including Detective Will Bowen and Public Safety Officer Scott Lamont — for compiling approximately 1,800 proofs documenting policies and practice. Horn also announced the promotion of Scott Lamont to lieutenant following a competitive internal process.
Councilmembers applauded the department for maintaining standards and the city manager thanked staff for coordination on summer events, including Art in the Park and the Friday Sounds of Summer series.
No formal council action was required on these updates; the council asked for continued communication on construction scheduling and enforcement capacity.
