Pulaski Board approves permits, fees, appointments and bids; sets hearings on building code and parks fees

The Pulaski Board of Mayor and Aldermen voted on a series of routine and policy items at a regular meeting, approving event permits, adopting building-permit fees on second reading, authorizing bid advertisements, referring gas-line construction bids to staff for selection, and confirming two mayoral appointments.
Board members approved the minutes of the last regular meeting and work session and received and filed electric, water and natural gas departmental reports. The board voted to permit a UT Southern cross-country 5K event scheduled for Aug. 23, 2025, and approved multiple parade and special-event permits for the Giles County Chamber, including Farm-to-Table (Aug. 5), Saturday on the Square / Back-to-School Bash (Aug. 23), Chili Cook-Off (Nov. 6), Touch-a-Truck (Sept. 2), the Mingle-Jingle tree lighting (Dec. 4) and the Christmas parade (Dec. 13).
On building regulations, the board adopted an ordinance on second and final reading updating residential and commercial building-permit fees and on first reading moved to adopt the 2021 edition of the International Building Code (IBC — 02/2021). The board also set a public hearing on Aug. 12, 2025, at 12:05 p.m. to consider adopting the 2021 IBC and a separate hearing at 12:10 p.m. the same day on the parks and recreation fee schedule, which was advanced on first reading.
The board authorized advertisement for bids for a 1.5-ton pickup truck for the natural gas department and opened and recorded bids for a gas-line extension project (see separate article for bid details). For the gas-line bids, the board referred the bids to city staff/engineer with authority to select a contractor and to place orders as needed.
Mayor-recommended appointments were confirmed: Tony Gentry to the Economic Development Corporation (EDC) board and Larry Worsham to the planning commission.
The board also considered a resolution about extending FMLA-like insurance coverage for employees with long service who experience major medical issues; staff reported they would handle individual cases administratively under ADA guidance rather than adopting a blanket ordinance, and the board did not adopt a standalone ordinance on that item.
Following the regular meeting the board convened the beer board and approved temporary beer permits for the chamber events listed above.
