County outlines response after intermittent 911 outage; plans upgrades, Starlink backup

Wakulla County staff reported to commissioners on a Saturday 911 system incident that intermittently blocked some emergency calls and affected county administrative lines. No injuries or missed emergency calls were reported, and the county temporarily routed 911 lines to the Leon County Consolidated Dispatch Agency (CDA) while it investigated.
Jennifer Nagy, who updated the board, said the problem was intermittent: some callers got through, others did not. After the countydispatcher and 911 coordinator Rachel Love contacted the vendor Lumen, staff placed a service ticket and ran tests. County staff rolled their lines temporarily to the Leon County CDA and issued a public alert instructing citizens to call the CDA number that receives rolled lines while the incident continued.
Nagy told commissioners the county has started redundancy efforts: it plans to migrate away from Lumen to a different carrier called InDigital and will add a Starlink backup connection. Staff said the county has purchased the Starlink equipment and is awaiting installation. A Lumen incident report was still pending at the time of the briefing; staff said Lumen reported similar outages in multiple Florida counties during the same period.
Commissioners asked staff to return when Lumen provides its incident report and to make recommendations for additional redundancy or changes.
