Lewiston council approves outdoor-entertainment permits for Lisbon Street busking festival and Kennedy Park recovery rally

The Lewiston City Council on Tuesday granted outdoor-entertainment permits for a busking festival on Lisbon Street scheduled for Oct. 4 and for the Lewiston Area Public Health Committee’s Rally for Recovery at Kennedy Park on Sept. 20, voting 7–0 on each permit.
Special assistant Grockmail, who presented the Lisbon Street proposal, told the council the busking festival will feature street musicians and performers and that organizers had met with city staff and community partners while opening performer signups the day of the meeting. "People seem very excited about this," Grockmail said during the presentation.
Matthew Egren of Ward 5, speaking during the Lisbon Street item, called the project "pleasantly surprising" for how quickly it came together and urged the council to move ahead. "It's going to happen this year," he said.
Council discussion of the Rally for Recovery permit emphasized community services tied to the event. Councilor Gallant, who said he is "very involved" with the Rally for Recovery, described it as an opportunity for the public to connect with mental-health and substance-use services and hear testimonies of recovery. Councilor Longchamps also endorsed the event as "a great community event." Both permit approvals were recorded as contingent on positive recommendations from the police department, fire department, code/health officer, and land-use inspector.
Both items were advanced by motion and approved on roll-call votes of 7 yes, 0 no. The councilors voting in favor were recorded by ward in the roll call; individual mover/second names were not specified in the audio record.
The approvals are subject to the city code of ordinances, chapter 10, article 1, section 10-3, which requires that outdoor entertainment permits comply with public-safety and code requirements. City staff will confirm compliance with all departmental conditions before the permits are finalized.
The council also opened performer registration for the Lisbon Street event during the meeting and encouraged community participation if the permit conditions are met.
