Commissioners approve 5-year extension, service and rate changes in Waste Pro franchise amendment

The Wakulla County Board of County Commissioners voted unanimously to approve a third amendment to the residential and nonresidential solid waste and recycling collection and disposal franchise agreement with Waste Pro, Florida Incorporated.
The amendment extends the contract term through Sept. 30, 2030, and authorizes successive five-year extensions by mutual agreement. It eliminates curbside residential recycling in favor of a county recycling center the contractor will operate at the county landfill site; household recycling that had been collected curbside will instead be taken to that center. The amendment also updates how allowable rate adjustments are calculated by separating the contract into collection and disposal components and sets schedule changes that staff described as a 4% collection increase and a 3% disposal increase in the coming year.
County staff said the amendment modifies rate-adjustment procedures so Waste Pro may request one annual increase tied to an established CPI measure, with a cap of 5% for ancillary or special services. The agreement also adds contract provisions addressing human-trafficking and protection of personal identifying information, reduces the contractor performance bond percentage from prior levels, and increases the daily fine for unresolved complaints from $50 to $75 (exempting Sundays and holidays) and raises the complaint threshold that can trigger fines.
Commissioners and members of the public asked for operational assurances during the discussion. A Waste Pro representative, Lloyd Childry, said Waste Pro maintains extra containers at a regional facility and that county commissioners have his cell number if constituents report missed or damaged cans. Rick Chancey, also with Waste Pro, said the company is upgrading route-management software that will let drivers flag damaged or missing containers in real time.
The board approved the amendment on a 5-0 vote. Staff noted the changes also include updated reporting requirements and the addition of Leon County landfill as a disposal site in the contractor's routing.
