Council approves three ordinances on second reading, runway grant application, sewer repair and other routine measures

The Powell City Council on voice votes approved three ordinances on second reading, authorized multiple infrastructure and grant actions and handled routine appointments and bills at its meeting.
The council approved Ordinance No. 14 of 2025 and Ordinance No. 15 of 2025 on second reading after the city attorney presented them; both measures passed by voice vote with no recorded opposition. The council also approved Ordinance No. 16 of 2025 on second reading, described in staff remarks as an amendment to the Powell City Code establishing requirements for accessory dwelling units.
Council members authorized staff to move forward with a runway rehabilitation grant application to the Federal Aviation Administration and other funders. City staff explained the FAA offered early funding that the city could apply for now rather than carrying funding into a future fiscal year; the council approved the motion to apply and authorized all necessary signatures.
The council approved a sewer replacement at the city shop after staff reported the service line "is collapsed, pretty much collapsed" and that the issue had caused repeated backups inside the building. The council accepted a local quote for the work and authorized necessary signatures; during discussion staff noted the work was not bid because state statute did not require bidding for the contract in this instance and the minutes should reflect it was a quote.
In other actions, the council waived street banner fees for the Homesteader Museum Association to advertise its Homesteader Festival, appointed Christie to the Planning and Zoning Committee and the YCAM board (replacing a seat formerly held by Boyd), and approved payment of bills and claims totaling $648,417.39. A councilmember announced an abstention on agenda item number 39 (listed as the Pell Tribune) before the bills vote was taken.
All votes were by voice and recorded in the minutes as "Aye" with motions carried unless otherwise noted.
The meeting also included committee updates, a brief public comment from a Homesteader Museum representative, and routine announcements including the upcoming Citizens Academy and local events.
