Commission accepts Delmarva and Pepco retail transmission tariff updates effective Sept. 1, 2025

Alessandra Lee of commission staff said Delmarva filed its 2025 annual formula rate update with the Federal Energy Regulatory Commission and that the FERC-approved changes were incorporated into the PJM open access transmission tariff and then filed with the commission for retail effectivity on Sept. 1. Lee said staffs analysis shows a residential customer using 1,000 kilowatt-hours would expect a monthly bill increase of $1.24 due to the transmission-rate change. Matthew Seager, appearing for Delmarva Power, said the company had no additional remarks and was available for questions.
On Pepcos filing, staff reported retail transmission rates for residential customers will increase between about 5.8% and 7.7%, with the residential time-of-use on-peak rate embedded within the standard offer service on-peak rate rising by about 45.9% (staff noted the on-peak transmission rate applies only during summer months). Staff also reported large percentage increases for certain commercial rate classes: Pepcos SL class on-peak transmission rate for Type 1 customers was reported to increase by about 75%, and other Type 1 and Type 2 class ranges were provided in staff testimony. The staff recommended accepting the revised tariff pages for filing with an effective date of Sept. 1, 2025.
Commissioners voted to accept both companies filings with the stated effective date. The votes were recorded as aye by the commissioners present; no opposing votes were recorded in the meeting transcript.
The filings reflect changes that were triggered by Delmarvas FERC-approved formula-rate update and Pepcos transmission-rate filing. The commission's acceptance places the new transmission rates into the companies' retail tariffs effective Sept. 1, 2025; customers will see the transmission component reflected in bills after that date according to their meter class and billing cycle.
