Capital Vet Clinic project conditionally advanced to planning commission; staff flagged landscaping and phasing items

Walton County's Technical Review Committee on Aug. 20 voted to conditionally advance the Capital Vet Clinic major development application to the Planning Commission pending resolution of outstanding staff comments.
Poole Engineering and Surveying filed the application on behalf of Claw Enterprises SRB LLC to develop a veterinary campus on roughly 6.06 acres at the corner of Coy Burgess Loop and U.S. Highway 331 South in District 3. The proposal includes a 20,144‑square‑foot primary veterinary building, 10,125 square feet of flex space and an additional 10,075 square feet of planned veterinary space, along with associated infrastructure. Staff noted the property was originally platted as Palomino Acres and portions of the plat were designated commercial.
Planning staff said many comments were labeling and clarifying items, including a need to revise the phasing plan so a single building is not shown as partially completed and partially phased in a way that would make partial certificates of occupancy unclear. Staff also asked for additional preservation and buffer information and parking island landscaping. Fire staff reminded the applicant the veterinary building will require sprinklers; the applicant acknowledged that requirement. The project team told staff they would submit revised materials the same afternoon.
The TRC voted to move the application forward to Planning Commission upon successful resolution of outstanding comments. Staff and the applicant also discussed the mobility fee: the staff report still referenced a mobility fee earlier in the review; members noted mobility fee policy was pending legal review and effectively on pause, and the applicant said it would provide an updated letter if needed.
