Council approves $23,226 addendum for 12-inch utility sleeves on Spokane Street to avoid future road cuts

The Post Falls City Council approved an addendum on Aug. 19 to the Crown Reserve Phase 1 construction contract to install about 452 feet of 12-inch utility sleeves in Spokane Street north of Prairie Avenue. City engineering staff presented the addendum as a cost-saving measure: installing sleeves while the contractor is already mobilized avoids future road cuts and lane closures, and reduces future maintenance and resurfacing costs.
City Engineer Chris Schneider said the addendum amount is $23,226.25. Councilmembers approved the additional work by roll call. City legal counsel stated the park on adjacent property is under negotiation with the developer and that the park construction agreement is a separate matter to be returned to council; the sleeves addendum funds will come from the water-reclamation fund for the utility sleeves described in the construction addendum.
Council voted to approve the addendum during the Aug. 19 regular meeting; staff said the work will be incorporated into the ongoing Spokane Street construction schedule.
Next steps: the contractor will place the sleeves while performing current road improvements, and staff will continue negotiations with the developer over the park construction and dedication terms.
